中藥材產業(yè)扶貧重點優(yōu)先區(qū)域劃分和推薦種植中藥材名錄整理

　　[摘要]推進中藥材產業(yè)扶貧，是貫徹落實中央重大戰(zhàn)略部署的重要舉措。我國的貧困縣絕大部分都是分布在14個集中連片貧困地區(qū)，這些地區(qū)由于生產生活條件惡劣，農林牧業(yè)的生產效益非常低下，僅靠生態(tài)補償或傳統農業(yè)難以脫貧致富，中藥材產業(yè)是我國農村貧困人口脫貧增收的重要途徑。為推進國家中醫(yī)藥管理局和國務院扶貧辦等5部門聯合印發(fā)《中藥材產業(yè)扶貧行動計劃（2017—2020年）》的實施，因地制宜的指導和規(guī)劃中藥材生產實踐，促進中藥材產業(yè)扶貧相關工作向最佳生產區(qū)域集中，該文基于貧困地區(qū)的相關數據資料，對具有優(yōu)先開展中藥材產業(yè)扶貧條件的區(qū)域進行劃分，并在宏觀層面對貧困地區(qū)可種植的中藥材名錄進行分析整理。結果顯示：國家級貧困縣和集中連片貧困地區(qū)涉及的縣中至少有10%以上的貧困縣，已經有很好的中藥材產業(yè)基礎，是中藥材產業(yè)扶貧的重點優(yōu)先區(qū)域；有53%的貧困縣，具有一定的發(fā)展中藥材產業(yè)扶貧條件，需要加強相關工作拓展中藥材產業(yè)扶貧的基礎和能力；有37%的貧困縣發(fā)展中藥材產業(yè)扶貧的基礎條件較弱。建議：先期重點優(yōu)先考慮，已經有很好中藥材產業(yè)基礎的縣，通過近百個重點優(yōu)先發(fā)展的縣，帶動其他有條件的貧困縣，實施好《中藥材產業(yè)扶貧行動計劃》。
